November 2000, NIMIC held the first part of a Two-Part workshop entitled "Assessing the Risk and the Cost Benefits Associated with the Introduction of Insensitive Munitions". The first part dealt with the risk issues. The aim of the workshop was to identify a means to assess and compare the potential risk reduction, throughout the munition life cycle, as a result of transitioning towards IM (or through the insertion of IM technology).

The workshop also served the purpose of a stepping-stone for the second part of the workshop that addressed the Cost and Benefits issues. The participants were divided into discussion groups and discussed issues related to the probability and the consequences of an event and the overall risk approach to be taken with IM. Each group presented their conclusions and recommendations in a plenary session at the end of the workshop. This paper presents the conclusions and the recommendations made by the participants. It concludes with a proposal for a risk assessment methodology for Insensitive Munitions.
