This paper seeks to define the term "modelling". It then assesses the physico-chemical environment which needs to be modelled. Some technical models are examined and their deficiencies noted. The requirements for the modelling of initiation are sketched in. Computer codes are examined and found to be inadequate in the main to assess the detail of initiation processes. However, engineering codes are available and are briefly assessed. It is concluded that it is likely that an engineering approach will lead to useful test regimes earlier than a rigorous scientific one. A general approach is outlined, which it is hoped will form a basis for later discussion.
