Franck Ballestra

Franck Ballestra (France) joined MSIAC as the electromagnetic environmental effects (E3) on munitions Technical Support Officer (TSO) on January 5, 2026. With an engineering background in Microelectronics and Telecommunications, he graduated from Polytech’ Marseille in 2008 and simultaneously earned a Research Master’s degree in Electromagnetism from the University of Provence. Franck began his career in the aerospace sector as a radio navigation systems engineer.

Over the past 16 years at DGA Aerospace Systems (Directorate General of Armaments – DGA), Franck developed extensive expertise in E3, with a particular specialization in HERO (Hazards of Electromagnetic Radiation to Ordnance) and HERP (Hazards of Electromagnetic Radiation to Personnel). From 2009 to 2022, he served as an E3 specialist, supporting defence programs through technical assessments. Franck later evolved into a Business Manager role, which he held for four years, in charge of managing the delivery of technical expertise and test services to missile programs.

In parallel with his civilian career, Franck is a Reserve Officer within the French Space Command (French Air and Space Force) since 2023. He previously served as a reservist at the French Armed Forces Biomedical Research Institute (IRBA), where he was able to apply his electromagnetics expertise in a defence and operational context.
